The multiple is the PSA 10 floor divided by the raw floor — the price of the gem-mint label over the cheapest ungraded copy, whatever its condition.

Where the PSA 9 is the smart buy — and where it is not
The PSA 9 price as a share of the PSA 10 price is the market’s own estimate of how hard the 10 is to get. Under 45% means buyers pay heavily for the last grade step — usually pale trainer art or textured surfaces that show print lines under PSA’s GEM MT 10 standard[6] — and the 9 is the value. Above 65% the certificate is doing most of the work and the 10 is only a little dearer. The eight widest and four narrowest gaps among cards with a PSA 9 in stock:

PSA 10 multiple over raw: grading premium vs condition premium
A high multiple usually means a cheap card with a grading premium — the raw is a few thousand yen and the slab is priced for the label. A low multiple means the raw already holds most of the value, because clean copies are scarce and the slab is the cheapest proof of condition. The six highest and six lowest multiples today:

Two things the table hides. First, platform: for Mega Gengar ex SAR 240/193 the three cheapest slabs are on Yahoo! Flea Market at ¥65,000 while Mercari’s start at ¥82,000 — Mercari sellers can offer authentication[1] and price for it, which for a PSA holder adds nothing. Second, raw condition: on most chase cards the cheapest raws carry wear notes because clean copies went to PSA; on Umbreon ex SAR 217/187 and the other Terastal Festival Eeveelutions the pattern is stark.
